This document sets out a targeted package of strategic and legislative recommendations designed to improve data governance and collection regarding people with a migrant background. It directly addresses key systemic bottlenecks—ranging from the lack of two-way data sharing between national and municipal levels to fragmented records within local governments.

The paper outlines concrete action points for national institutions (such as automated data exports and cross-registry validation) as well as local authorities (including strengthening internal data teams, standardizing data granularity, and establishing crisis data protocols). Ultimately, it serves as a practical roadmap for enabling genuinely evidence-based policymaking.

These recommendations were developed under the project “Supporting Local Self-Governments in Improving Access to Quality and Inclusive Services for Children and Families from Refugee and Migrant Backgrounds: Shifting from Emergency Response to Long-Term Inclusion Strategies,” implemented in partnership with UNICEF and with financial support from the European Commission.
