Ensuring access to social services for everyone—including migrants and refugess—is a fundamental pillar of human rights and human dignity. Regardless of nationality or background, every individual is entitled to support during difficult life situations. At the same time, the successful inclusion of migrants and refugees is vital for broader social cohesion and stability.

Both national and local governments must prioritize the development of inclusive policies that facilitate integration through social service provision.

This analysis examines the legal framework governing social services in Slovakia, assessing how the topic is anchored in strategic policy documents alongside national priorities, and evaluating the degree to which current laws and strategies address the realities of migrants and refugees. It also reviews the current funding model for social services, highlighting key systemic and operational bottlenecks. The final section focuses on the specific mandates and responsibilities of local governments in service delivery.

To complement the policy review, this baseline analysis of local service provision also draws on original quantitative findings gathered through a comprehensive questionnaire survey.
